True, the first quarter of 2019 yielded better-than-expe

ted results. But the higher rate of FAI growth was to a large extent driven by a strong increase in investment in real estate, which is l

ikely to weaken sooner or later owing to the government’s commitment to cooling China’s “real-esta

te fever”. And, given the trade frictions with the US, China’s export performance for the rest of 2019 is highly uncertain.

To compensate for declining investment in real estate and weakening exports, China must maintain reasonable growth in inf

rastructure investment. To that end, the government should pursue higher spending (taking advantage of a strong fis

cal position), supported by accommodative monetary policy (amid very low inflation).

Fiscal and monetary expansion may be out of fashion among China’s mainstream economists, who insist that struct

ural adjustment must be the priority. But it could go a long way toward bolstering China’s economic per

formance in 2019, without impeding structural reform. The challenge is to strike the right balance.

We should extract the essence of Chinese traditional cult

ulture, which has contemporary value and relevance to the modern world, and show it. In this way we can on the one hand

tell the world how and why China is what it is, and on the other have Chinese and other civilizations create benefits for mankind.

It is hoped that the Conference on Dialogue of A

he measures that President Xi Jinping recently proposed to encourage foreign investment and further

opening-up in China are welcome developments that address the international community’s concerns, according to experts.

“The promises made are very positive, and all of them are helpful,” William Overholt, senior

research fellow at Harvard’s Kennedy School of Government, said of Xi’s keynote speech at t

he opening of the Second Belt and Road Forum for International Cooperation in Beijing.

Xi brought up a series of reform and opening-up measures, including expanding market access for foreign invest

ment in more areas and working harder to ensure the implementation of opening-up policies.

sian Civilizations will make fresh contributions to the construction of the community of shared future for mankind.

All these questions need answers. The draft amendment

comes in time because, if passed, it will provide better regulations of the gene-editing activities over embryos.

Besides, the draft law did not list clearly the definition of gene-edited em

bryos. Technically speaking, if a fertilized egg is genetically edited and grows into an embr

yo, the total process should be considered gene-editing of embryo and put under the regulation of the law.

In the past, “health rights” mainly referred to the right to stay healthy and free from injuries. T

he draft amendment this time follows the latest progresses in genetic technologies by extending its defin

More importantly, the civil code is a guiding law for all laws in the ci

They are both staunch supporters of free trade and mul

Beijing and Brussels are also two important voices advocating internati

It is hoped that the leaders attending the China-EU Summit in Brussels will send positive signals that the two sides are commi

The UK now faces a deadline of April 12 to present the EU

The EU has given Britain until April 12 — two weeks away — to decide

whether it wants to ask for another postponement to Brexit. The bloc has called an eme

Without a delay, Britain will leave the bloc at 11 pm U.K. time (6 pm EDT) on April 12 without a divor

Red Notice fugitive turns himself iner real estate transaction of

BEIJING — One more of China’s most wanted graft fugitives has returned to China and turned h

erself in 17 years after fleeing overseas, China’s top anti-graft authority announced Saturday.

Li Jianxiong, a former real estate transaction official at Nan

hai district of Foshan city in Guangdong province, is suspected of graft crime.

The procuratorate in Nanhai district started investigating his cas

e in July 2002, two months after he fled. Li was listed on an Interpol Red Notice in May 2003.

Through work by an office in charge of fugitives and asset recovery under the central anti-

corruption coordination group, he turned himself in Friday.

China’s workplace safety record has improved, with the number of accidents and fataliti

But the US would also like an agreement from Kim that

he will agree to dismantle the DPRK’s enrichment facilities and access for internat

Of course, the process to make the Korean Peninsula nuclear-free could be a long drawn ou

t process given that the US and the DPRK are yet to fully agree on what “complete denuclearization” me

ns, which makes it difficult for them to agree on how to turn that vision into reality.

And while Washington has been seeking “complete, verifiable and irreversible” denuclearization before it lifts its san

Despite all this, the peace process must never be allowed to stall o

r be reversed. Peace and stability on the Korean Peninsula is the common aspiration of all pe

ace-loving people, and conforms to the interests of all the parties concerned, including China, which has played an in

dispensable role in maintaining the momentum of engagement between Pyongyang and Washington.

Kim and Trump are on the right track toward realizi

ng the goal of a denuclearized peninsula. The end of the nearly 70-year hostility between the two cou

ntries, if realized with a peace deal, would in itself be no small feat, and it will def
